Fix 409 WALLET_PASS_TEMPLATE_MISSING on pass update

WALLET_PASS_TEMPLATE_MISSING means the pass's template no longer exists, so an update cannot be applied. What to do with the orphaned pass.

An update needs the template to rebuild the pass. If the template was deleted, the pass cannot be changed.

Fix

  1. Check whether the template was deleted by listing templates.
  2. Create a new pass for the customer on a live template.
  3. Void or delete the orphaned pass with DELETE /wallet-passes/{passId}.
